BEAMS (Budget Estimation, Allocation & Monitoring System)

Earlier the whole process of budgeting, releasing, distributing the budget within the government authorities and booking the expenditure against the budget was done manually as per the set rules, regulations & traditions. The manual practices contained some shortcomings and difficulties like, time consuming processes, lack of transparency, difficulty in monitoring and controlling the transactions and non-availability of data for decision making

This resulted in either overspending of grants or non-utilization of grants. To overcome these difficulties and shortcomings, and to have better control over the finances, a computerized budgeting system was initiated known as 'Budget Estimation, Allocation and Monitoring System' (BEAMS). The system is an online computerized system to distribute the budget and to authorize expenditure. As soon as the budget is released, the departments can allocate funds to their field officers through this system. All the expenditure is thereafter not only checked for budget availability before the bills can be submitted, but also the monthly cash flows are controlled against pre-determined targets. This system permits the re-appropriation of funds within the prescribed limits and allows withdrawal/surrender of budget grants.
